A Traffic Control Plan (TCP) is a detailed drawing or set of instructions showing how traffic, pedestrians, and work crews will safely move through or around a work zone. It includes:

  • Layout of the work zone (lane closures, detours, flagger positions, barricades).

  • Signs and devices (cones, barrels, warning signs, arrow boards, PCMS).

  • Traffic flow patterns (how vehicles enter, pass, and exit).

  • Pedestrian accommodations (sidewalk detours, crossings).

  • Compliance standards (based on the MUTCD and local jurisdiction requirements).

The purpose is to:

  • Protect workers in the right-of-way.

  • Maintain safe, efficient movement of vehicles and pedestrians.

  • Ensure legal compliance for permits and inspections.

Our ODOT-approved Flagger Certification Workshop prepares workers to safely control traffic in Oregon work zones. This half-day course covers:

  • Traffic control basics — understanding signs, signals, and equipment

  • Flagger responsibilities — communication, positioning, and hazard awareness

  • Work zone safety — protecting crews, drivers, and pedestrians

  • Oregon regulations — MUTCD standards and state requirements

  • Final exam — written test to earn certification card

Certification validity: 3 years (ODOT-approved).
Who should attend: Anyone who will direct traffic in or near Oregon roadways.

Permit Coordination is the process of managing all paperwork, applications, and approvals required to perform work in or near public roadways.

It typically includes:

  • Determining which agencies (city, county, ODOT) require permits.

  • Preparing and submitting applications.

  • Attaching required Traffic Control Plans (TCPs) and supporting documents.

  • Communicating with permit offices to track status and resolve questions.

  • Delivering approved permits to contractors before work begins.

The goal is to save contractors time, prevent delays, and ensure full compliance with local and state regulations.
